| A partir del 11 de septiembre del 2001, han crecido las propuestas del gobierno de
Estados Unidos a Canadá y México para colaborar con la seguridad del país,
principalmente para evitar que ingresen terroristas a su territorio. Estados Unidos
firmó los acuerdos de fronteras inteligentes con ambos países en 2001 y 2002, y
además, afianzó acuerdos de cooperación en defensa. En 2005 un nuevo acuerdo
trinacional fue firmado, la Alianza para la Seguridad y la Prosperidad de América del
Norte (ASPAN), en el cual los temas de seguridad y defensa están siendo,
paulatinamente, integrados a aspectos económicos y sociales. Este proceso se ha visto
en entredicho producto de las fricciones existentes entre posturas integracionistas y
posturas nacionalistas. Este documento analiza los avances y los limites de esta
cooperación trinacional en seguridad.; Following 9/11, United States proposals to Canada and Mexico to collaborate in the
area of security have grown, primarily to prevent terrorists from entering U.S.
territory. The United States signed smart border agreements with both countries in
2001 and 2002, in addition to strengthening cooperative defense accords. In 2005, a
new tri-national treaty was signed, the Security and Prosperity Partnership of North
America (SPP), in which security and defense matters have begun to be articulated
with economic and social elements. This process has been controversial primarily
due to conflict between integrationist postures and nationalist postures concerning
issues such as security. This document analyzes the strengths and the limitations of
this tri-national security agreement.
